the hacienda dlc i bought on ubisoft store worked fine
So you should had no issues to get game on ubisoft but I don't recall xtolla sell this game, only ubisoft and epic store sell game and this steam only sell dlc to pre order owner on steam couple year ago.
I wasn't aware they let any store sell this game beside Ubisoft and Epic Store, Steam is only do DLC for pre order owner.

We've been able to locate your support case, and take a look at the details.
In this instance, we advise trying to change the payment method used to another one. We're also unable to guarantee there are no issues on Xsolla's end, so contacting the payment provider is recommended.
