What is required to build the research Institute

I have the Iron and clay and 1600 elders so what else is required to build above and where do I build it; I tried all the worlds, new old and Enbassa SO WHAT else do I need to do to just build it

you need to finish a quest. hover over the institue building that is locked. it tells you what your missing to unlock

It is not to unlock it it is to start building it I don't know what is required to build the institue first then start unlocking it who builds it and where , engineers, elders etc

I'm pretty sure it shows up under the Scholars building menu. It can be built in the Old World or Cape T for sure. It needs electricity to operate and room to expand the scholars residence, they are 4 x 4 squares area. Although I'm not sure about the New World I would not recommend building it there. After it's built the scholars will require various items just like the other classes that you will need to import from Enbesa or, with the new Docklands dlc trade with Capt. Tobias. If you have unlocked it for building it should be lit in the building menu just like the Palace and Worlds Fair buildings became.
If it's the material required to build it is your concern that will show up when you click on the build icon. Pretty sure it's built in phases like the Worlds Fair was but easier.

You need to build it in the Old World or Cape Trelawney.

If you mean what are the pre-conditions to build it, it comes up as a quest in the main story line on Land of Lions. You will get a quest to build it.

I can't unlock scholars.... is it a bug?

I believe there is a quest you have to complete involving Archibald Blake before you can do that. It's been awhile since I did it. He moves onto an island in Land of Lions and then the quest comes up.
