Settling on new islands?

Is there a requirement, other than the resources, to settle on another island? One that requires you have your people advanced to a new level to be eligible to settle on a new island?

I've advanced to worker, and have settled on one new island beyond my starting island. But it will not let me buy a trading post on a second new island, even though my vessel has the resources on board and the trading post blueprint is showing. Is this because I need to advance to the next level(artisan) before I can?

it should be possible to klick on the shadowed trading post and click build there. there are no limitations through the citizen tiers.

The trading post outline shows up, but the Begin Construction is grayed out?

Did you unload the resources in the warehouse from your ship?

also bear in mind, if you are playing the campaign, that is not allowed for a bit.
