Report a translation problem
Basically the load of people you pick up become the seed population for the houses you build after you drop them off. It was confusing at first. I picked up the people and nothing happened and I looked around the other islands for another group of people. Then after I built some housing I noticed the numbers in the quest window shoot up... and then realized how that mission worked.
"Now they are standing there and i cant interact with them, nor trigger a conversation when driving to the harbor."
There is no picking up, thats the bug. The mission is not working anymore when the bug appears because you cant interact with them.
However, i reported the bug on the Anno Union and it seems like several dozen people already reported similar issues with campaign missions and quests, especially on the new world map. Most have issues with the mission before mine, where you have to interact with the harbor.
So they have to fix it and i have to restart and hope to not run into it again.
Once you complete them it will eventually remove that quest if you failed it this way as you can fail other certain quests also.
Granted a timer would had been nice in this missions quest.
When I checked the detailed quest list, it shows the mission has been finished (although I didn't do anything), however, I didn't get next quest (the 500 pop mission). The only quest showing is TO HELP Isabella (main mission), so I get stuck in at here, no more new mission I can do.
Finally I reload the save before the mission disappearing, truly finishing the mission, so I can get the next mission. It's a truly annoying bug, fortunately I have the backup save so I only waste about half hours.
Besides, I noticed that I failed the main quest of expeditions to the New World, and the game still allowed me to arrive the New World, but did NOT allow me to do trade between the two worlds (the New World icon didn't show up on the Trade Map). Is this Normal or the issue?
I had a similar issue, this is how I fixed it for me. I brought my boat into the harbor and tried to click on the refugees, I then deselected the boat clicked on the refugees then clicked on the boat again. They loaded onto the boat and I started the next part of the quest.

No offense, but the Ai isnt particulary smart or great. And i play on max difficulty (and i mean max. Complete difficulty bar filled, max score).
I recently thought about the people asking for pause functions in strategy games (theres a steam group for it) and i normally side with them, but i came to the conclusion that its unnecessary.
The game is pretty much the definition of a slow strategy game.
You can spend hours just pasting vegetation around your village, creating a nice zoo and decorating your well placed towncenter.
And then you have still enough time to slap the AI left and right in the face with tier 1 ships.
If you want it easy, pick 1 star AI. You can control the one-star AI as it asks you for expansions.
But as of now the game is so slow and stretched, that a pause function is kind of the most unnecessary thing imaginable. A waste of screenspace and a wasted button in the UI.
In my first run i trashed 11 hours doing nonsense, building visual appealing cities and stuff while doing the campaign, just trying things.
The AI wiped itself out until one was left over. It just reached engineers. After 10:50 hours.
And yet i was able to just build enough cannons and ships to keep it easily away although it has 20 or more ships of the line and steam ships.
Im by no means a good Anno player. Veteran yes, but mostly not good or effective, but that AI is not strong OR fast.
Needing 11 hours as the strongest AI to get to level 4 in a city building game like Anno is ridiculously braindead.
Computer speeds my ass, my calculator is faster.
As I have restarted once, losing like 2 hours of gameplay, as I couldn't accept any quests I think I will wait for a fix, as I'm not in the mood to lose another 9 hours.
Are the refugees available as an 'item' in the harbour? So you can load them manually through the trade menu thing?
No idea, just giving an idea.
