if you are not playing since the beginning and get all the DLC, i may tell you , I think ,now, the stategy tip was to up still the artisan , and go directly for Enbesa ...
just play on Enbesa and wait still you may found and buy : the costume designer and the actor in the ELI's harbourt...before go to Crown Falls ...
For example, there is a specialist who can make Fur Dealers use Iron and Wool instead of Furs and Cotton Fabric to make Fur Coats, which saves you a lot from having to produce and import more Cotton Fabric. So I can supply the Old World Capital with Cotton Fabric, and place the Specialists in Crown Falls, or vice-versa. (keep in mind this is a unique specialist that is a quest reward)
There are specialists in the Town Halls who supply Rum to all Old World (and Crown Falls) Residents within its sphere of influence, greatly reducing overall consumption. In my current game (campaign), I have ONE New World island supplying all the Rum to Ditchwater, Bright Sands, Crown Falls (although this island is still growing), and any islands in the New World incapable of making their own Rum.
I cluster my Production Buildings together around a Trade Union and place specialists who boost production.
If you have the Bright Harvest DLC, supply your New World crop farms with tractors. Honestly, I could produce enough Cotton Fabric that I wouldn't need the specialist I mentioned earlier.
Not sure if my advice helps you in your current situation, but hopefully it can.
