You are misinformed, you can most definitely conquer an island. It's one of the choices if you were to full on assault his harbor and win against the defenses.
So your statement that you can only "buy it" is false, that's just if you want to keep someone alive but are a greedy one and want to take a majority share profit for your trouble having to beat them down for whatever they did. (or you can just genuinely invest over time and do the same)
Stop saying it's a typical city building game and nothing else. You have a variety of warships for a reason, you have upgrades and combat specialists for a reason. You can even get special abilities for your ships like the mortars.
As for the spies (and sabotage) i am quite positive this will find it's way into the game with a dlc or so wich has often happend with anno titles as an add-on
