you'll be able to buy it on steam.
looking here ( https://steamdb.info/app/916440/dlc/ ), you see that there is already an active " Anno 1800 - Year 2 Pass Uplay Activation" item, most likely, the item with an id of 1 lower will be the actual steam dlc. (something like https://store.steampowered.com /app/ 1247710/ ), but it's most likely just not active yet,
