Fertility Seeds

I've got an island I use just for manufacturing crops. It does not have the Hops Fertility but I did buy some sees from one of the AI islands. It said the seeds go into the Trade Union. I successfuly put the seeds in the Trade Union but it still says "Missing Fertility" and won't allow me to plants a Hops field. What am I doing wrong.

Your farms have to be in the range of the trade union. A seed doesn't work for the whole island like it used to be in the previous games.
