they never say requirements or whatsoever. The 4 icons just state the 4 most likely occuring event categories - without excluding the rest.
So giving the player an unknown event that he or she didnt get to counter wouldnt be stupid?
Also, diseased military ships can't even fire, if one ship in the fleet gets infected they all get infected and you have no choice but to spread them out, stop every trade route, get to the corners of the map and hope the AI doesn't come close to get infected and spread that AIDS all over again before it ends.
And this happens every 15m.

Once you learn this fix it's not a serious issue usually.
It happens even after you separate them, spam hospitals all you want, a big capital will still have high risk everywhere, hospitals are useless, the moment one of the dozens of ships coming in and out of the capital touches the dock it starts all over again, and again, and again, and again, it never stops.
