You'll have to settle on a different island that has the pepper fertility. Different islands have different fertilities, you can tell which island has which fertility by looking at the small icons in the lower left hand just above your minimap.

When you go to a different island those icons will change depending on the fertility that island supplies.

You need to find an island with the proper ferility. Look at the icons in the lower left just above the mini map. It will sgow the icon there if it is available.

alternative to settling on other islands it is possible to get fertilizers providing fertility for certain crops in different qualities through quests and from npc shops

It's really hard to find them though. They should buff being able to find them or give you the ability to make them like 2070.
