System wise: 1800
The major downsides of 1800 are basically nonexistent content regarding campaign, scenarios and achievements, and the very questionable naval combat. For me the game systems just interact in a way more challenging and complex way in 1800. There is no new addition it brings to the series that I disliked so far. To me 1800 plays absolutely satisfying and the setting is a great choice to me. I think a lot of design choices reflect the era it's set it.
I really loved both 2070 and 1404, but for me with some polishing and expended content 1800 will beat them. Let's see what they do with these community challenges and how they do the Arctic and if they add some oriental or African stuff too.
