Got this off a peasant population mission once. If put into the slot of a trade union, it enables that fertility inside the influence area of the trade union (not island-wide).
I'd expect there to be similar items for the other fertilities as well.
Given how rare they seem to be, it's probably easier to go to war.
Or if you don't want war, you can always try a buyout by getting all the shares of that island and then paying the buyout fee. You'll probably need a lot of money, though.
Not entirely true...there are fertility items for all the agricultural products...unfortunately it doesn't work island wide like 1404, just the area around a specific trade union (gerrymander those farms to fit as many as possible in the area). Also unfortunately, the items that give full fertility are MUCH rarer than the ones that give a reduced production malus.
That being said there are a couple alternatives to all out war - buying out the shares of whichever competitor owns that island with the grape fertility should give you full control of the island when you own them all(not entirely sure on this, but it is how previous games have treated the function), another alternative would be to set the grapes to import on one of your more empty islands and the NPC's should try and sell them to you.
