What does it means when it says need "manpower"?

I think I found and bought him/her/it in some harbor.

I've never heard of 'manpower.' The only one I know of is 'force.' Are you playing a version other than US English?

Generally speaking there are two ways to outfit a ship with a certain trait for an expedition. The first is to put an "item" on the ship that has that trait. This can be one of a bunch of different things - people, ship equipment, museum or zoo items. The second are certain types of cargo - if you put them on the ship they apply a certain amount of a bonus for a trait.

When you are outfitting for the expedition look for a tab to switch between cargo and items. Also note that certain items can be slotted into your ship while others can't.
