Actually I tried contacting Ubisoft Support already and got this response:
To fully troubleshoot the problem, try the steps below:
1. Turn off your apps in the background:
On the desktop, press the Windows key and the R key at the same time.
Type MSCONFIG and press Enter.
Go to the Startup tab and click Open Task Manager.
For each startup item in Task Manager, select the item and click Disable.
Close the Task Manager.
On the Startup tab of the System Configuration dialog box, click OK, and then restart your computer.
Note: For Windows 7, you can simply click Disable All on the Startup tab within the System Configuration window.
2. Delete your temporary files:
Press the Windows key and the letter R at the same time.
Type% TEMP% and press Enter.
Select All (Edit> Select All or Ctrl + A).
Press the Delete key.
3. Make sure the video card, sound card, motherboard, and processor drivers are up to date. Running two cards in SLI or running two screens may also cause problems. Disable the SLI or disconnect the additional screens you are using. If you are overclocking, try running in the inventory watch settings.
4. Make sure any antivirus or firewall software on your system is disabled.
5. Install Windows Updates:
Click the Windows Start button and go to All Programs -> Windows Update. In the left pane, click "Check for Updates," and if there are any, choose "Install Updates."
http://windows.microsoft.com/en-us/windows-vista/install-windows-updates
To continue, you would need your MSInfo file. This file contains information about the driver system of your video cards and sound cards, as well as other useful information about your computer.
First, make sure you have the latest version of DirectX installed on your system. Download the latest version of DirectX at https://support.microsoft.com/en-us/kb/179113.
After installing DirectX, do the following:
1. Press the Windows key and the letter R at the same time.
2. In the Open box, type "msinfo32" (without the quotation marks) and click OK.
3. When the program is in place, open the Software Environment section on the left side and select Windows Error Reporting.
4. Verify that Windows Error Reporting has been fully loaded before you can save it.
5. At the top, click File, and then click Save.
6. Click the "Save" button to save the file as an .nfo file on your desktop.
7. Press https://support.ubi.com/en/Cases
8. Enter your Ubisoft Account information, and then click LOGIN.
9. Click below 08621708 to find your incident.
10. Click "Attach Documents"
11. Find the "dxdiag.txt" that you previously saved and click Open.
12. Click "SUBMIT ANNEXES" to complete the incident.
If you receive an error stating that the file is too large, you will need to compress it using WinZip or WinRAR.
Once received, I will do what I can to help.
Best Regards

Are you able to provide a video of the issue that I can pass on to the team?

lol @ asking people to disable their startup items for what is obviously a game bug though.
