can't download the game

i preorderd anno over steam and predownloaded it. But since yesterday the game is stuck at 19,3/21GB. When steam tries to download the rest, nothing happens and my whole steam client gets like stuck and laggy. when i pause the download everything works fine again.
updates from other games run without any problems. on top of that my anno folder in steamapps is completely empty.

anyone with the same problem or who has a solution?

I have the same issue. Waited and it finished but said another update was queued. So I started the next download and it started at 99% and stays stuck there. Clearing Steam download cache didn't fix. Also, after I cleared cache and uninstalled Anno 1800 to try to start from scratch, download always starts at 87% and goes through the exact same cycle.
