Do you have the proper materials to upgrade it? I believe the medium warehouse requires just wood and bricks (and cash).
edit: I just looked up the wiki. A small warehouse costs 20 upkeep and has two ramps. The next one costs 50 upkeep and has only one more ramp. Next one costs 100 for only one ramp more. The biggest one costs 500 per minute and has two more than the last one. Only upgrade when you need to because of space restrictions or if money doesn't matter at all. You could build 25 small warehouses for the cost of one fully upgraded one and you would have 50 ramps instead of 6. Not practical of course because of space, but still good to know.
