Plus anything fits in the goods slot unlike ship item slots so it tends to be much easier fitting out a cargo ship because of that plus leaving a space or two for the extra loot you get.
And the second is normal cargo ship, cargo slot is far more useful than item slot in expeditions. At least, in the late game.
BTW, there is a hidden ship called Great Eastern with 6/6 slot and 50 navy power and 50 navigation, but no one knows how to get it in a normal game without cheating.

There is a npc you need to get for the ability to craft it.
It's really overkill though for it's upkeep as you can do t3 expeditions with normal steam cargo ships while leaving 2 good slots open with a decent layout and still have no issues with the quests that pop up in most cases.
