The Oil Harbor sends a train to the oil refinery which brings the oil back for storage and then sends a new one out to the power station.
If the oil fields are far away you can get clever with your tracks and run 1 track to the refinery and have a track coming out the other side of the refinery and that track seperate leading back to the oil harbor and connecting closer to the harbor.
You'll then have 2 tracks and no down-time from the trains coming and going to the oil fields, otherwise you can just do 1 track but you'll have to wait for the train to finish it's journey before another 1 gets sent out.
Build a Oil Harbor on the island with the power station and use a boat to transfer the oil from one island to the next
Once the tanker is built, you can tear it all down and transport the oil to where you actually want it.
