buy/make mortars and torpedoes?

Has anyone encountered a method of creating or buying more mortars or torpedoes other than the few you get from the pyphorians in the campaign?

Pirates will sell them. Their ships will also drop them sometimes and you have a chance at getting legendary stuff (mortar legendary has five successive shots but I don't think legendary disposable torpedo exists)

Even if you destroy them, they will return after some time.

Pirate Hunt expeditions also yield them.

I still have yet to encounter stackable torpedoes or mortars. These drops from ships and expedition rewards are all non stackable items. I'm thinking these campaign items are unique (and a bit of an exploit for boosting expedition morale since they are stackable).

I'm pretty sure the stackable destroyed after use items drop from pirate ships and are rewarded in pirate hunt expeditions. You're talking about stuff like the ship repair crates, torpedos, and dynamite that come in packs of three right?
