Consumption Tax

My recent well-thought out starts have all economically tanked because of huge Tax Consumption. Loading previous very successful games and the Tax Consumption is absent.
This colony failure has been discouraging because id really like to advance into Sunken Treasure but can't while hemorrhaging cash.

Outstanding! Was driving me crazy trying to figure it out. Thanks a ton. I assume then that if you embellish the newspaper to cover-up negatives that's when you get the hit? Since the Consumption Tax is a negative number.

Yea, if it's negative number it will hit you hard.

How can consumption tax be negative? I know there are bad articles that can make people consume more, be less happy, more chance of riot etc. but never -5% cash.

Unless there's some special anarchist article that you're using.

I also know if you use propaganda egregiously, you get hit with riot chance increases and happiness decreases, with the upper classes being more sensitive to it.
