Where you start the game, in the room. You have a wardrobe for changing clothes and that's where it should be. Check the integrity of the files on Steam beforehand for errors.

That's the first thing I tried and the costume was not there. I'm wondering if they mean it's going to be available on Christmas day?!

Are you playing in First Person mode by chance? If yes the costume won't appear on the list because the upper body is same as the other costumes already in the list. The costume(s) including DLC ones only works in Fixed Camera and Over the shoulder modes.
Please let me know if you need more help on the matter.

We are sorry to hear the problem is not solved. Please tell us what costume shows at the [bottom] of the costume selection screen?
You mentioned that the Christmas decorated room appears but not the costume in the wardrobe. That means the event is active.

We just tested a fresh new game with no saves or DLC's in all modes. Everything works correctly.

Very sorry! I failed to *scroll down to the bottom of the list. I scrolled down and there it was. Appreciate the hint, I hope this will keep other people from making the same mistake I did. Thanks for taking the time to reply.
