Help, missing NPC: Pawt city governor

Hi, need help pls. I'm stuck at quest to find final shard... says "The final shard is north of the capital, near the ocean and next to the tree of black"

According to all the guide I see, need to talk to city governor.. but he's not there...

at lvl 60+ now ... already did all the side quests I see and all the cave, as I cant move on with story...

[EDIT] Also, i noticed.. the blue NPC guide that shows me where to go.. and the pointer arrow on location quest is also missing now...

Is there any prerequisite quest so that NPC will show up in lighthouse?
Appreciate any tip, guide/helps pls, thanks!

all good now...
if some one run into this bug, i just need to abandon quest and start all over from Kit Cat house.. then the governor appears after...
but yeah, annoying needed to do redo the purnn cave.. at least i can continue now

hello im stuck too do you know where the governor is please I keep abandon quest but nothing help

Governor is at the lighthouse of Pawt City, North-West end of Felingard.
