1. Kingsblood are those with the blood of Kings. This blood is passed down generation to generation. The First Kings were Felingard and Lupus, and they were crowned Kings after the Dragon War for their bravery and strength in battle. The Kingsblade was forged for them as a token of peace, and only those with their blood can truly wield it's power.
Felingard is a unique case because he is also a Dragonblood. He fought alongside Drakoth and the other Dragonblood during the Dragon War. (To know what happened during the Dragon War, play CQ1)
A Dragonblood is a cat artificially imbued with the blood of dragons. They have the power to slay dragons, and even control the weaker minded ones.

We have not stated the exact time difference because we want to cover this in future DLC, but it's centuries apart from the first game. :)
Oh yeah, I remember that was stated in one of those monuments. Makes sense. Were some cats who were not Dragonblood also strong enough to slay dragons or do dogs have greater natural potential than cats?
