riot shield bandit in full armor

so i was doing bandit bases and went to the one by the trader there on the corner and everything is normal but this boss bandit in full riot gear head arms chest and shield with a pistol and he always faces you so you cant get behind him to shoot him do i have to kill the shield to kill him?

flamethrower kills him pretty much instantly even from the front

Shoot him in the legs. Worked for me. Still takes a few hits though.
