i found the key card for motel

the key card in the army base next to the big white house opens the motel up ya welcome lol

Yep it works at all 3 places but you may need to pick it up each time for different places.
Have not tested it fully yet but will do so later.

ADD: You can pick up the card and as long as it is the same playthrough session then the card will work at all 3 places.

It's the exploit/cheat as the card for the motel has not been added into the game yet... It does work but it's not the right one. For the moment, it is an exploit. But the card is the same one you use in the military base by the white house, on the yellow generator. Rumor has it that the one in the school will also work on all the doors. Same session only.

I use the "chair" key for all rooms that require a card key. Works every time. :)

Yep, another exploit that makes no sense, but works. I did use that to check out the rooms and found all the containers empty, so I have not gone back to the hotel in other games. I'll wait until the loot tables are complete and then raid rooms.
