However, should this crossbow be craftable (making a crossbow, even a Chu-ko-nu isn't very difficult), or should it be a modern recurve crossbow that has to be found, similar to the firearms?
I know a person that brought a hand-made crossbow back from Vietnam. All things considered, its not bad.
Modern crossbows aren't as uncommon as you might think! They are generally easier to acquire (i.e. less restricted) than firearms. You can easily order a crossbow off Amazon, for instance; you can't do that with even a Remington 700 ;). I recall chuckling over some story 17 years ago about a pastor in Tennessee who was arrested for threatening another man with a crossbow that he pulled out of his trunk during a road rage incident.
Like muzzle-loaders and cap and ball firearms, crossbows are sort of a niche thing among dedicated enthusiasts--who are not all that rare, depending on the area. If anything, I'd expect modern crossbows to be more readily available than fully automatic M4 carbines, as most civilians don't have access to fully automatic weapons (and those who do probably won't become food for the zombies).
Thus, it's not entirely implausible that one could find a modern recurve or compound crossbow (they aren't the same thing, I know!) in someone's house after the zombie apocalypse! Still, I would also prefer for the crossbow to be a craftable item, as that would avoid repeating the frustration many players had when trying to acquire the hunting rifle.
If anything, I'd like to see more "civilian grade" weapons in the game, i.e. the types of armaments that you would expect the average person to have in his or her house. These would include firearms like double-barreled shotguns, revolvers, hunting crossbows, and .22 LR rifles. More potent weapons, like full-auto carbines and hand grenades should be much harder to find, and perhaps only available in (dangerous) former military facilities.
