Why wouldn't they go upstairs?
You can't make ammo at the moment, there's plenty around once you get going.
OK in your original post you said stairs which is different from a ladder, but all the same just because the infected have become maniacs doesn't necessarily mean they would lose all muscle memory for things they did in the time before the mist. That said I've only ever had two out of many zombies come up ladders at me, I believe they wanted to talk to me about the arrows that were sticking out of them at the time.
Mostly they don't climb, then the wall makes it like shooting fish in a barrel.
If you kill all but the toughest enemies with the longbow then you'll end up with large amounts of ammo.
It's a post apocolyptic horror survival game - you're supposed to be afraid.
The mist is the cause of infection.
