NPC problems
I saved Kate from the bandits but there are too many problems:
-She doesn't shoot (weapons equipped correctly) or reacting to danger
-Force waking her up is useless, she return to sleep after a few seconds, ignoring enemies
-During the mist she stays in the floor level attracting enemies towards the windows
I think it is best to let her go away for now, and not to save other NPCs for now.
I remember in earlier versions where NPCs were bugged too, but at least they used to shoot and defend the house.

The NPCs really are pretty useless currently. In the previous version when the infected did not spawn inside my compound walls the NPCs were managable by putting up some chicken wire fences. But now that the infected spawn inside the walls I can't afford to have NPCs running around, leaving doors open and the like. So they went from being mostly useless but managable to a major liability with no value now.

Ok so definately the best choice for now is to abandon them, until they will be fixed.
Fortunately the game is still enjoyable.

I wouldn't abandon them scott still cuts down trees and the other can be used in the blacksmith, workbench, reloading bench, sawbench, you just have to npc proof your base, they don't open chicken fences. I kept scott outside and kate, rachel inside until I built walls around the white house. With walls I put 4 water barrels in front of the gate to keep them in and when I sleep I put a table in front of the door after I close the door. They don't eat, fight but they do cut down on time crafting etc.

I built a small shelter outside the garage and set this as the base. So survivors never come into the house. The garage entrance I blocked with boxes. So the survivors live in the garage, where my workbench is also. If I need Scoot, I assign him the work and then move away a box so he can leave the garage. To order him back, just assign a job at the workbench.
Instead of boxes you can use suitcases too to block.

resetting your home base corrects alot of problems with NPC's .. or just going up to them to talk ..

Always worked for me but on this map Kate seems to get stuck really bad depending where and what you build. It takes more than one base reset to get her ai working again for me.

has been happening to mine as well .. i have to check on them both before even leaving out

Kate and Rachel will shoot in the general direction of an infected and sometimes even hit one. They will be extremely useful if my base is ever attacked by livestock fencing and storage lockers. Otherwise they are worse than cats. Wanting in, wanting out, stare at the gate I open for them and then turn around and walk the other way... I have yet to rescue the third cat. No rush.

In all honesty though, my NPC's have much more success with shooting the infected when they, the NPC's, are outside my perimeter but then they take damage. They have a habit of suddenly laying down and falling asleep wherever they might be. If they do this outside the wire then the infected can beat on them relentlessly. So I keep them locked up. Much quieter, less ricochets, less damage in general.

my NPC's (at times) are ready to shoot something when morning comes ..
i have to talk to them and make them breakfast ..
