After completing that particular quest stage, the scaffolding can be dismantled.

Having graffitis out of reach when one dismantles the scaffolding before cleaning the grafitty poses a problem in the sense of completion. The only sensable solution would be not highlight the scaffolding when one is unable to dismantle it. (checking the interaction possibility within the highlighting function)

There is a chance that you've moved the clock pieces while moving trash and now it's in a completely different location. If you can't find them completely at all resetting the level might help with your issue.
