How do you fix the turntable in Playford Hills?

I have done most of the cleaning and objectives and I have to get the train to the turntable so I walk over to the area and it says I have to fix the turntable before I can press the button. However, when I open the little back panel there is nothing to do, same if I press Q nothing is highlighted. I restarted and fixed the train first then tried to fix the turntable but nothing

If I remember right, you'll need to head for the office space upstairs and look for a phone. After interacting with it you'll be able to progress. Hope this helps!
