Does anyone know how to unlock the 7th character?

First, you need to unlock the illegal den as a shop. Then add it to town.
Once available, enter Downtown until you fight the Rioter. Defeat her and get the prescription she drops.
Go to the Hospital and use the prescription at the Pharmacy with four funds.
Then enter the Illegal Den.

You need to unlock 15 achievements for altering the city history (exchanging/add available shops) and 25 Achievements to unlock the illegal den.

In other words: Play the game and work on unlocking achievements.
