Outside of that, his price reduction perks and +1 to all damage perks are pretty strong.
Why do that when you can get Cursed Scissors and hit harder and faster, or Hammer and capitalize on it's benefits
Will say he's the weakest character of the bunch but still possible to win with, although you may be focusing on other stats outside of Str
As it stands, him having cigarettes is actually a penalty on top of strength arguably being the worst stat in the game (while he does have solid perks specific to him I would argue that the random nature of which perks you get upon level up along with the fact that the way investigations can pan out could result in you getting very few perks and as a result never really benefiting from them).
1. The weapon's raw shooting power would mean that, while Haru can typically only squeeze out one attack per turn, that attack would *hurt* and cause severe damage; Especially to low-level foes. The limited ammunition mechanic, however, would mean that Haru would either need to eventually swap to pistol-whipping attacks or else scrounge more bullets from the (very) few sources of such to be found in-game.
2. Actually *starting* with a firearm would make Haru's CQC perk (which increases the base damage of pistol-whip attacks) a lot more attractive of an option.
3. If, by chance, Haru's play progression should mean that - for whatever reason - that he goes with another, more mundane weapon, over using his revolver, then it would at least leave him with the option to *sell/pawn* his revolver, instead, and net an extra 5 funds for the loss of it.
3. Yes, I know that the setting is Japan and that firearms are generally highly-illegal and even semi-taboo as far as the general public is concerned in Japanese law, but, then again Haru is supposed to be a former *criminal*, after all. If *any* character is justified in starting with a firearm item, it would be him.
