Report a translation problem
Select your current quest, find the map marker for it, and click on the map placing a blue custom marker. This will return the dotted tracking line to the map/minimap.
For me this bug usually occurs after fast-travel.
The only reason a quest marker will not show on the map is if the quest is not currently selected.
I found a user on gamefaqs.gamespot.com saying the following:
"Some side-quests you have to find on your own, there won't be a tracker telling you where to go. Most are item finding quests like booze where the item will spawn randomly and infinitely so pointing them out would be redundant. If you have one of those quests active the items will popup red (instead of white) on your map so you know it is what you are looking for. Kind of the same thing with people finding quests, you have to be within minimap range before they show up, so just explore and you'll find where you need to go on your minimap when close (it will popup white if its not your active quest, red if it is)."
Simply press "L" button to show the quest menu, then left-click the quest you want to follow and press "L" button again. No real need to click "track quest" in the quest menu.
