I'd just like to confirm you should actually even own the content.
1 - Did you purchase the DLC individually before the GOTY edition released?
2 - Did you purchase the GOTY edition recently?
If you can say no to either of these questions, there is no reason you should have the DLC.
If a developer blanket updates the library image for their game, it doesn't necessarily mean you have the same edition of the game as shown in the image. Misleading I know...
Easiest way to check whether you own the DLC is to do the following.
Please follow these steps:
1 - Go to Library
2 - Locate "Dead Island" or "Dead Island GOTY" from your games list
3 - Right click the title and from the context menu select "Properties"
4 - Select the tab titled "DLC" from the pop-up window
Confirm that all the DLC you are trying to access is listed here.
If it is not listed, then as far as Steam is concerned you do not own the content and will not be able to access it in-game.

Assuming you DO own the content, it may be that the files were not acquired when you "upgraded" via purchase of the GOTY edition. This problem can be solved relatively easily.
Please follow these steps if the above statement is true:
1. Perform steps 1 to 3 as shown above
2. Select the tab titled "Local Files" from the pop-up window
3. Select "Verify integrity of game cache".
Steam will now reacquire any damaged or missing files... if needed.
If you can see files are downloading now, this may have solved it.

Next step is to test the game, obviously.
Please follow these steps:
1 - Launch game. **Ensure mods are not enabled to prevent any possible conflictions
2 - From the main menu, enter the "Extras" sub-menu.
3 - Select "Additional Content" and confirm it is all there and "UNLOCKED"
If it's showing up as being unlocked content, I see no reason why you shouldn't be able to play it. Load up a character and try play it. If you still cannot access, continue reading...

Next step is to basically purge any existing config files that the game may have built. They tend to corrupt fairly easily, so it is a good idea to do this.
NOTE:
Ensure you have SteamCloud enabled for Dead Island to ensure your save-game is preserved
Please follow these steps:
1 - Close game
2 - Use Windows Explorer to go to you "My Documents" folder
3 - Locate the folder titled "Dead Island"
4 - Cut this folder to another location. Perhaps your desktop.
5 - Relaunch Dead Island via Steam, and re-do your settings and such
6 - Try to play.
If it works, you can delete the old corrupted Dead Island folder that you moved earlier.
If not, add me and we can try figure it out one-on-one. I can't be as thorough without feedback.
So, I just CAN'T get the DLCs for the Dead Island game, is that right?
The original game doesn't even have a homepage on Steam anymore.
Since they created a NEW product at Steam called Dead Island GOTY, the studio responsible for the game just closed the sales for the original game.
So, anyone who gave them money early on and bought the original game, would have to buy the GOTY edtion to play "the DLCs" (because you can't buy anymore the DLCs for the base game.
Nice way to show how they appreciate their costumers...
Oh, and they did it again!!! Isn't it right?
Because now, you have the Dead Island Definitive Edition!
That's just rich...
Dead Island !!! Screw this; now we have...
Dead Island GOTY !!! Screw this too; now we have...
Dead Island Definitive Edition !!!
And let's just forget the older games (are they even bug hunting anymore the older games?)
Sorry for the lengthy post but I just went back to play the game (I have the original) and I'm not pleased at all. I think it's quite OK to launch a newer version of a game; but to just drop the anterior version (that people have paid for) so someone who first gave them money, can't extended their playing experience (which was possible before) because they think "Why charge a DLC for a game they already have when we can charge a fully new game just so they can "play the DLC" they want?" I'm not amused at all.
What a mess...
Not to mention that the same think happened with Dead Island: Riptide (you can't buy the original anymore, just the Definitive Edition - never had it and don't remember if the original had DLCs). That Dead Island: Epidemic (the free MOBA) was cancelled.
And Dead Island 2 was first announced to launch in 2015, but we have nothing so far. :/
Again, sorry for venting.
But I really had fun playing Dead Island, decided to play again, and I'm pissed off in account of these shenanigans.
