Can I Get Inside the Bunker Near the Lighthouse?

Been bugging the crap out of me ever since I've seen it.

At the moment I can only think of one bunker near the Lighthouse which is down near the beach. Yes, eventually you will have access to it.

No, I mean the one you pass on the way up or down the hill from the main part of the map, it's number 03 and has a mossy door.
