Can Logan get 100% boomerang toss if you level him up?

like it the lvel up area can you upgrade him to get 100% chance to boomerang thrown items?

The highest is 50% on the third perk, so no sadly. 50% is still very high, I've thrown the same weapon multiple times and gotten a boomerang. If your playstyle is more throw oriented you will be fine, just make sure you don't throw everything or are left with a knife when 3 infected swarm you.

There is a way to mod the default_levels.xml file to give all characters the Boomerang skill, but i cant find it.

For logan its easy, use 7Zip and open the Data0.pak file in your DI folder in the game file location of Dead Island. Then open the skills folder in Data0.pak and there open the logan_skills.xml and go to logans "boomerang" skills and change the percentage value to whatever you want, for example 100%.
