Report a translation problem
right click on Dead Island Game and select properties
go to "Local files" and select "verify the cache files... if steam sees you miss one, it should auto-download it

try do download the latest direct x drivers....if so, look for "direct x download" and go to the microsoft download page (it should be the first link)
sometimes windows just loses some file, but we don't see until we need it!

or try to uninstall all the directx drivers and reboot, and if windows doesn't install by itself (win7 users) do it by yourself and try again
if you have winxp try to uninstall directx and install dx9 only, or go here http://www.dll-files.com/ and look for the dll file you're missing (unsafe, or at least i don't know if this works....getting dll files may be very dangerous)
I have Windows 7 64 Bit, but I'm going to try the same thing. I'm working on my 5th download and every time I go to validate my files it says that a file couldn't be validated and it was replaced, but when I validate again, it says the same thing. So, I uninstalled DirectX 11, going to try DirectX 9 (maybe it will work). If it doesn't, I'm going to reinstall DirectX 11 and see what that does... I even reinstalled Windows thinking maybe my computer had Gonhorrea or something, but it still does the same thing. When I launch, a big black square monster appears in the upper left corner of my screen and the opening music. I've been working on this for three days, now and I am determined to make this work. I'm getting angry. lol
I've already tried all of the monitor tweaks (video.scr fix, dual monitor fix, etc.)
