Oh, I should also note: doing any of this is not VAC-ban-worthy.
If you go to >Documents>DeadIsland, if you don't already have this folder, create a folder titled "Data". You place modded files into this folder and the game reads from it instead of the game's default folder.
So, you can go to wherever you installed your game (ie: C:\Program Files (x86)\Steam\steamapps\common\Dead Island\DI) and you can copy Data0.pak and/or Data3.pak to a safe place so you won't be messing with your save files while you try things out.
The pak files, you should use a program like 7zip to extract the contents to 2 folders, 1 where you will keep a backup that will not be modified, and the other, where you will do your modifications. See my folder structure below. "Game backups" is where I backup my game saves so I can restore if I lose progress. I also decided to use it for my "mod" backups.
Here's my backup/mods folder structure btw (EDIT: backup files/folders not shown):
C:\Users\Me\Documents\Game backups\Dead Island backup\Data0.pak (Backup file)
C:\Users\Me\Documents\Game backups\Dead Island backup\Data1.pak (Backup file)
C:\Users\Me\Documents\Game backups\Dead Island backup\Data2.pak (Backup file)

Once you extract the contents of the pak file(s), dig around, read the files, see what they do. Determine which ones you should mod and copy that modded file to Documents\DeadIsland\out\Data.
For your quest in changing what gets dropped in the shops, a good file to check out is Shops.scr. Open it with a text editor and just tweak some things. Play around, replace things that don't work. This is why we keep backups.
Basically, this is how you "mod" the game.
NOW...
Doing this comes with responsibility. Responsibility upon yourself in keeping backup files. Responsibility in not ruining other people's fun. You want certain things? Do it in offline mode. There's really only one rule when doing this sorta stuff...just D.B.A.A. I goof around with things in offline mode for this reason.
If you ever want to undo the effects of your modding of files to your game and saves, removing the files from Documents\DeadIsland\out\Data and overwriting your game saves with your backup game saves *should* just do the trick.

But, to maybe help you out, I remember seeing something regarding "Price" in one of the Inventory files. But I'm pretty sure that that's for the selling price..
Just mess around with stuff and revert files if needed. Once you find it, I'm sure you'll feel some satisfaction. Moreso than if somebody just tells you what to do..
