Drops seem totally random , I still have a lot to find after two years .
Some people claim to have a certain method , based on time but seems tedious .
The most certain way I know of is modding the game otherwise just check everything .

If your talking specifically named ones from places other than quests, no idea. Genericly named orange and purple thou (Heavy Hammer or such and such rifle), I find most often at merchants.
Yea I know about merchants. But it's not always a sure thing. I just saw a Legendary ( orange ) shotgun I could buy from the merchant at the Laboratory in the Jungle. Funny thing was..... that Legendary shotgun was worst than my Uncommon ( green ) shotgun.
When I reached level 40, I found like 4 or 5 legendary weapons in between 35 to 40.
Just common stuff that breaks apart easily and way too expensive .
Even the true legendaries you receive for doing quests or randomly find might have terrible stats .
Actually. I found some quest weapons to be pretty decent. The Tijuana Machete has medium power & good durability. Nearby, that blue Wakizashi from Sebastian's quest line has very good power,but lame durability.
I grinded a pretty good 1 - handed blunt baton that is Legendary. I will definately give it to my Sam B character.
Havent got all of them though but several good ones .
I tend to make copies before I go to a workbench , just to be on the safe side .
Here's a guide from a guy called Lestat who has done testing on orange weapons ( guns ) vs all other colour weapon types, and it seems that all orange weapons ( guns ) have a hidden stat thats not displayed on them in the inventory screen, meaning that orange weapons ( guns ) are superiour in everyway to there other coloured counterparts, so dont be vendoring your orange guns just yet.
