News to me ^, it looks like there'll be a cost for sure.
I bought a base game originally but when I wanted the dlc it couldn't be bought anymore so I had to buy the GOTY complete game including dlc to get the dlc a 2nd time. More than likely I'll have to buy DI a 3rd time to get this re mastered version if I want it.
But it is not a massive update on PC, on console it is, but on PC not so much.
Again, it is not just a bump in resolution and fps, there are significant under the hood changes that the pc also did not have. Look at the list:

These things where not available for pc owners on ultra setting or something. They retouched a lot of game assets and changed things like UI, reworked NPCs and character models etc. True, PC gamers had a better version than xbox360/ps3 owners, but these reworked/upgraded things in the Defenitive Editition were not available to us PC gamers before.
Techland has no say in this, the IP is owned by Deep Silver. Based on Metro Redux & Darksiders 2, there'll probably be a discount though but that's not 100% guaranteed.
