Beyond that, the Vector system doesn't exactly encourage addicted players to "slum" in lower Contract missions -- aside from maybe 'grinding' for resources a bit - so I would suspect that until the playerbase is large enough to have a variety of players at all the various Vector levels, you may find more players matching up at certain Vector ranges, and at certain times of the day.
I'm not sure what the devs can do to ensure the game doesn't become a bunch of Speed Rush players racing to the "Vector Cap" and leaving most new players nobody to matchmake with aside from maybe some sort of mmorpg-like Sidekick system that encourages grouping with players many levels different from oneself.
