Figured I'd give this a shot after a friend recommended it for FPS games.

Normal steam launch: 130FPS.
Optimizer launch: Optimizer crashes, game can't connect to the internet, all settings in game is reset.
When I launch the game normally again everything is fine.

The Optimizer does not detect any Steam games automatically, but I can add them manually in "Other" which is what I do, then launch through that menu.

I have since tested with Battlefield 1.
First time I managed to launch the game, but there was no server connectivity (only the base menu was there, but no info anywhere since no internet through the program) and after about 30 seconds the computer locked up.

Second time I tried the game didn't even manage to launch. Everything slowed down in windows and I couldn't click on any thing. I could move my mouse with a ~3 second delay and it updated about twice per second. Ended up having to reboot the PC since it didn't work itself out of it.

It's working for a friend of mine, so I'm starting to suspect that the program is VERY hardware or software dependent.
