This quest kind of guides you to other quests you need to complete to win with your choosen ambition.
No ambition will realy lock you out of any given content.
While building the outpost to its full extent might the victory condition for the wealth ambition it does not mean you can not do so with other ambitions. It just does not lead to a victory condition and you are not guided to it by a quest either, building the outpost however is a quest by itself in both cases though.
My personal opinion...
Knowledge ambition:
If you plan to explore everything the world has to over go with the knowledge ambition.
Because this is the ambition that allows you to skip the least amount of content (because of codex entries) to reach the victory condition.
Renown:
You "just" need renown, because of this you do not need to be as diligent in exploring the world as with the knowledge ambition. However you would still need to complete a good junk of the quests in the game but you would not need to bother about minor things or getting codex entries at every place so much.
Wealth Ambition:
You can pretty much focus on trading alone and skip almost, if not entirely, all content regarding exploring/combat/companions/faction relations and would still be able to meet the victory condition.
