btw, get there asap to let him make wheels with metal :)
Also bring him some quality tools ASAP. Then ensure you have some bags (buy them or get him to make them), and then get him to make you his "people's" special bags, which increase carry amount of all your mounts.
I believe you can only get these bags in one other (recently-added) quest chain (which also requires high rep with a faction) - this way is much easier. The extra amount really adds up, and is really useful even if you don't end up going fully mounted (but for fully-mounted it's obviously pretty much essential).
Pretty sure there isn't anyone who actually "makes" those blankets, unless one of the last two patches added this (definitely wasn't the case before).
There's a quest that gives them to you, but it requires at least rep 3 with the loaders guild - one of the potential ways to solve that quest can net you the bags. Not the easiest quest, but not the hardest either - might take a while for the rep though.
I'm pretty sure you can get these from Tectum Carvos, from the Tarkian traders, but I can't recall if they sell these immediately or if you need to advance the Wyrms quest first.
It's definitely possible to just buy these somewhere else as well, but unfortunately I can't recall the exact location(s). That said, if you head out west to the desert I suspect it's likely to be some place out that way... AFAIK these were just available on the "equipment" screen.
I finally got them (did Harveks quests and raided the villa) so I can answer that
-10% mount consumption
-5% outrider consumption
If reptile beast type
-20% mount consumption
-15% outrider consuption
As you can see, the -10% mount consumption is extremely useful, especially when combined with other reduced consumption items like traveling saddles and heat shielding crystals
The best cartwheels are the ones from the dwarf smiths anyway, so if not going all-mounted you might as well just get those. They're not all that expensive either.
So far I haven't bothered to go all-mounted, because then food expenses go up and you need so many mounts if you want max capacity. That and I like the insects and it's much more difficult to get enough mounts for those due to the limited places you can buy them at, plus also with insects you can travel pretty fast even unmounted, if you're willing to use some of your march points. But if you have insects you won't care about blankets (I don't think they even help insects anyway, but even if they did you wouldn't need them because they're incredibly efficient).
It's definitely not "important" to go all-mounted with the time limit - the first time through I completed almost every single quest I could find and still had at least 3 years left - and as it was my first time I had no idea where to go initially, and almost died a bunch of times in the first year, so it took me forever to get rich or high rep.
My problem mainly is that by the time I can afford to go all-mounted, I realise I don't need to... ;)
