Maybe at some point in the future there will be an overland connection, but there's some major obstacles in the way that would need to be made safe(r) first.
Does 1*outrider is counted as 1 of 60, and 1*mount + 1*fighter as 2 of 60?
Before max level, it is even more restrictive, with both a smaller number, and banning mounts and beasts of burden completely.
Note this is only traveling to or from the DLC area to the pocket plane. Travel between the main game area and the pocket plane is unlimited from the start. (Travel goes: Main game<-->Pocket plane<-->DLC, and in the pocket plane you have a place you can drop off extra crew and animals, so the restriction is felt hardest when you are on the DLC side trying to come back to the main game.)
Once you get to a city, you can buy mounts, but until YOU spread Yrgs up there, it'll have to be horses or lizards.
For the second time through the realmgate (the one where you will actually go to the bronze desert) you will want to have no passengers at all with you.
Or maybe just starting new play through and doing Dlc before yrgs' propagation is a better solution.
