Exquisite Tools/Smuggler's Compartments
Are these pieces of equipment available outside of faction rewards? If so, where would I find them?

Smuggler's Compartments I think I got from Garrik's quest maybe...? I haven't seen Exquisite Tools anywhere outside of Faction rewards.

Smuggler's Compartments can be purchased from the gangs in Tor shelter.

Those are Hidden Compartments. But now that you mention it, they might have been available for sale in Fort Refugis.
