Technical issue - 30 fps

Hi,
Really like the game! but it is stuck running at 30fps which makes it half speed, hoping to hear from someone who may have encountered a similar problem. I play games primarily on a laptop with integrated graphics card (intel HD520) intel i7, 16 gb ram, windows 7 professional. It runs most shoot em ups reasonably well, not always at high quality settings but usually with no tearing and consistent fps. My other computer doesn't run games as well, as it is an i5, 8gb of ram, and an older intel integrated graphics setup (something in the 3000s I think) windows 7 home professional. It runs Steel Vampire at 60fps, although like other games it has some slowdown that's not game-breaking.

It would be nice to play this game on the same computer as most of my other games so looking for ideas on what may be causing it. I have tried a lot of basic ideas such as dgvoodoo, compatibility mode fixes, compatibility manager fix posed on the exceed bullet children discussion board for a similar issue (this computer also runs the first exceed at half FPS while the old one runs it full speed). I even have kikai shusi and yakouga 4 that run on this computer very well (by the same developer and similar graphics to steel vampire) it's just oddly specific that it gets capped at exactly 30 fps for some reason. Is there some magic fix that pops into anyone's mind that I might have overlooked? Thank you.
