Norton 360 stating that this program is locking the input.INF file.

NOrton 360 is blocking this program from running. Anyone else having this issue?

fpsVR does not use files named "input.INF".
It is possible that the NET Framework libraries use such a file.

i use trend micro its quite good

I finally got it to work after re-installing FPS VR.
