By the way, if you're on a laptop that has a dedicated GPU in addition to an IGP, make sure the game is running on your GPU to avoid any slowdown. And if you're stuck with an IGP, downgrade the graphics. Resolution in particular should have a noticeable performance impact.
About the keybindings, I don't play on keyboard, but you should be able to check and remap them in the launcher. Though I definitely understand that it is not convenient to have console prompts instead of keyboard ones; maybe explicitly switching the control scheme in the launcher can help with that, I don't know.
I've just checked the reviews and re-checked this forum, and there *are* apparently some rare performance issues, namely framerate drops and freezes. None of the people mentioning these talked about their PC build though, so there may or may not be a common factor causing the problem.
Also, sometimes specs are overblown. So it might not be your CPU at fault, but rather your GPU and/or RAM. Since you're on a laptop, chances are you only have an IGP, which can handle Vita games fairly nicely but might struggle with more recent games.
I'd still suggest trying to lower the resolution and other settings through the launcher, to see if it is possible for you to play the game without too many framerate drops.
