Cant access menu after changing screen resolution

I was able to use menu to get to settings, then I selected video and changed my video to a higher setting (3840 x 2160). When I returned to the game I needed to go back to the menu so I hit ESC which showed me the menu but the menu did not respond when clicking on any items in the menus list (Settings etc). Never seen that happen in a game before I have a Radeon RX-580.

Edit: I just now see that the focus appears about an inch or so above the mouse pointer so by moving my mouse pointer further down the screen then the intended target looks like I am able to select items; but this is weird behavior and really should be resolved.

I have a video of this behavior but as with being a newbie I dnt really know how to share/post videos on steam.
